This No CD method appears to also enable running Sims 1 on Windows 10!
At least it worked for me!
So I finally got a new desktop in 2019 and it runs on Windows 10. When I first installed Sims 1, it will not run after installation, as dreaded!! However, once i replaced the EXE file with the No CD crack and changed to "compatibility for XP" and "run as administrator", it ran smoothly!

Q: I don't have The Sims/Sims 1 CDs. Is this where I can download the game for free?
A: I'm afraid not, hon. This Sims 1 No CD crack is for people WITH the original The Sims CDs. You would still need to first install the game using the CDs. This no CD crack then allows you to run and play Sims 1 without further requiring the CDs. 

Q: Why do you want to play Sims 1 without the CDs if you actually have the CDs?
A: To avoid wear and tear of the CDs. As you know, Electronic Arts (EA) no longer produce or support The Sims/Sims 1, so there are very few brand new CDs of the game left even if people want to buy them. For this reason, it is extremely useful to have a way to preserve the CDs and avoid using them over and over again every time you run/play the game.

Q: Where can I buy The Sims/Sims 1 CDs?
A: As of Feb 2017, there is no official EA avenue to buy new The Sims/Sims 1 game CDs. I think some new copies are still available at Amazon, and you can get used copies on Amazon and eBay. But without a replenishing source, brand new copies are getting fewer and fewer. Go vote for making Sims 1 officially available for download at GOG.com here: https://www.gog.com/wishlist/games/the_sims_complete_collection. We can't revive a game without having the game readily available!
Instructions: How to use the No CD crack/Run Sims 1 on Windows 10

Sims.exe for download
  1. Download the "Sims.exe" file here - this will replace the Sims.exe file on your computer.
  2. Locate "The Sims" folder on your computer. Locate the original "Sims.exe" file. The icon looks exactly like the download. Back this original file up by storing it somewhere under a different name (eg, Simsoriginal.exe) in case you need it again.
  3. Simply delete the original Sims.exe file in "The Sims" folder, and paste in the downloaded file.
  4. Toggle settings: Right click on the new "Sims.exe" icon, select "Properties", select "Compatibility", select "Run this program in compatibility mode for: compatibility for: Windows XP". Also select "Run this program as an administrator". Click "Apply" at the bottom.
  5. You should be able to run your game without your CDs now by running the new exe file! No more worries about scratching your precious game CDs! I was also able to bypass problems in Windows 10 to play Sims 1 on my new computer!
